According to The Wire, a video showing two Kuki women being paraded naked by a mob appeared on social media on May 4, one day after the ongoing unrest in Manipur started.

On May 4, the incident took place in the village of B Phainom in the Kangpokpi district. According to the first information report (FIR) that was submitted on the event, one of the women was gang-raped.

The two women are seen being led towards some fields in the video by many males who appear to be Meiteis. At least some of the men may be seen groping the women in the footage.

On May 18, the Saikul police in the Kangpokpi district submitted a zero FIR. The Wire has learned that it was sent to the Nongpok Sekmai police station. A zero FIR can be filed in any police station, whereas a FIR is often limited by jurisdiction. The police station that registered the Zero FIR then transfers it to the one with jurisdiction, which is then responsible for turning it into a regular FIR.

Rape and murder accusations against “unknown miscreants” numbering “800-1,000” are made in the Zero FIR. These men are allegedly “members of Meitei Youth Organizations, Meetei Leepun, Kangleipak Kanba Lup, Arambai Tenggol and World Meitei Council, Schedule Tribe Demand Committee,” according to the complaint made regarding the event.

The mob is charged of torching homes in the village of B Phainom and accosting a group of five persons who were running away. The group consisted of two men and three women.

A police squad from the Nongpok Sekmai police station in the vicinity of Toubul (Sekmai khunou), which is “about 2 km from Nongpok Sekmai PS and about 3 km from 33 AR Somrei Post,” allegedly “snatched away” the group from their custody.

The mob promptly killed one of the males, and they then made the women strip. The other two women managed to flee while the one woman in her 20s was gang raped. The victim’s brother attempted to halt the assault but was also killed in the process.

The Manipur police declared that they were making a “all-out effort” to apprehend those responsible for the event. According to the authorities, a case of gang rape, murder, and kidnapping was filed in connection with the crime.

Smriti Irani, the Union minister for women’s and children’s development, tweeted about the occurrence late on July 19; as a result, opposition figures and observers almost immediately questioned why there had been a two-month gap in the minister’s awareness of the incident.
