Carter attended Georgia Southwestern College and the Georgia Institute of Technology before earning his degree from the U.S. Naval Academy in Annapolis, Maryland, in 1946.

Following his marriage to Rosalynn Smith (Rosalynn Carter), a native of Plains, Georgia, Carter began a seven-year career in the U.S. Navy, spending five of those years on submarine service.

Carter started his political career as a member of the local board of education before winning a Democratic seat in the Georgia state senate in 1962 and was reelected the following year, 1964. After losing his 1966 governorship campaign, he turned to evangelical Christianity for comfort and became a born-again Baptist.

Before Carter successfully ran for governor again in 1970, he at least adopted a tacit segregationist stance. But after declaring in his inaugural speech that “the time for racial discrimination is over,” he opened Georgia’s government offices to both women and Black people.

In his capacity as governor, he tightened budgetary regulations for state agencies and reformed the current disorganized governmental apparatus into larger groups.
